Your manager or your boss?
The government?

Or is it the state of the labour market?
It might be any of these, but it doesn't have to be the case.
The ultimate next level is to determine your own level of income by building your own income streams and becoming your own boss.
This doesn't have to happen overnight, but if you want to take full control of your finances and your life, it should be the overall goal.
